POSITION: FINANCE OFFICER (C4)
CAPE TOWN OFFICE: MARITIME SPECIAL PROJECTS
TYPE OF EMPLOYEMENT: FIXED TERM UNTIL 31 OCTOBER 2026
The above position will report to Senior Manager: Finance and SCM.
SAMSA is seeking the expertise of a Finance Officer to record the day-to-day financial transactions at SAMSA's Maritime Special Projects Office. Primarily, the incumbent will be responsible for recording SAMSA's daybook, which consists of all the purchases and payments made by the company, then bringing the books to trial balance stage and overseeing the process that involves the recording of financial transactions.
MAIN ACTIVITIES
- Receivables & Payables
- Maintaining receivables and payables accounting records
- Follow-up on outstanding accounts with the suppliers or vendors
- Prepare and submit invoices on time
- Ensure timeous payments (creditors)
- Ensure timeous debtors' collection
- Ensure periodic reconciliations are performed (Debtors & Creditors)
- Distribute remittances to creditors as and when payments are done
- Follow up on unpaid creditors with Head Office
- Report any discrepancies with relevant authority in time
- Assist in the clearing of invoiced purchase orders
- Prepare and submit monthly reports to clients
- Cash Book
- Preparing vouchers to process petty cash transactions.
- Processing payments on Dynamics GP and the banking system.
- Capturing of monthly Bank charges.
- Reconcile bank account (FLEET management account)
- Determine discrepancies and investigate differences
- Follow-up with the parties involved and pass journals if needed.
- Reconcile staff travelling in the region
- Ensure that all documents are authorised, correctly completed and all support documents attached
- Facilitate the payment of staff travel claims.
- Supervise the filling of documents
- File all documents according to SAMSA standards.
- Ensuring that retrieving of documents is easy
- Manage the backlog in documents not to exceed two days
- Maintain the asset register
- Receive the necessary documents from Head Office confirming the purchase of the asset and the identification sticker to attach to the asset.
- Enter the asset into the asset register next to the correct department
- Ensuring adherence to PFMA, Treasury regulations & compliance on procurement of commodities
- Schedule regular asset inspections as per the SAMSA policy and procedures and verify that the assets are present and in a good state
- Report back to Head Office on the state of the assets and whether replacements are needed
- Oversee the disposal of written-off disused assets
- Budget
- Load annual budget and monitor spending timeously.
- Report any variances with relevant authority in time.
- Assist Operations in the preparation of annual budgets
- Reporting and Liaison
- Prepare and submit monthly reports to internal and external customers.
- Ensure submission is done on time
- Ensure accuracy and completeness of the information reported.
- Assist internal & external auditors during and post audit processes
- Liaise with external stakeholders
- Identify risks, establish and implement controls
- Respond on all customer & supplier logged finance related queries
DESIRED QUALIFICATIONS AND EXPERIENCE
- Grade 12
- NQF level 6 Diploma in Finance /Accounting or Auditing
- 5-7 years relevant experience.
- 2 of which should be at supervisory/specialist level
- Knowledge of PFMA and other regulatory framework pertaining to National Treasury framework.

- Ability to maintain effective work behaviour in the face of setbacks or pressure.
