JOB PURPOSE

To provide administration support, manage database, compile and collate statistics relating to SAMSA’s flag State Implementation and Port State Control activities.

Activities/Duties/Tasks

1.  To  manage routine administrative support functions in support of the operational effectiveness of the Centre of Ships

  • Maintaining electronic and file databases for Casualties, Detentions, Oil pollution, Port State Control & Admissions of Contraventions.

2. Monthly, Quarterly and Annual reports for the centre

  • Ensuring that all reports are received from the port offices timeously
  • Collating the information received and compiling Monthly, Quarterly and Annual reports.
  • Assisting Centre for Strategy with Quarterly and annual statistical reports.
  • Capturing Monthly and Quarterly performance information from the various Ports in to QPR reporting system.
  • Assisting Centre for Strategy with verifying the reported performance information from the various Ports in QPR.

3.Customer service

  • Assisting with enquiries regarding all incidents
  • Assisting with audit queries and gathering of information from port offices

4.Port State Control

  • Providing administration assistance to the Port State Control Officers. 
  • Maintaining the user management function in the Indian Ocean Computerized Information System (IOCIS) for creating, updating and deleting of users.
  • Compile PSCI statistics for monthly, quarterly and annual reports.
  • Providing ABUJA  with copies of Port State control inspections conducted on a monthly basis
  • Maintaining a database of vessels entering from the MRCC lists, to provide monthly reports on the number of vessels that were eligible for Port State Control Inspection.

5. Liaison with Flag State and other administrations in respect of Information relating to particular ships involved with incidents

  • Liaising with other administrations with regards to oil pollution, casualties and detentions.
  • Notify foreign administrations and IOMOU when a vessel is detained in any of the South African Ports.
  • Submit an Mandatory Oil Pollution report annually to IMO

6.  Admission of Contraventions

  • Maintaining electronic and file registers for all admissions of contraventions received.
  • Ensuring all required documentation is received for the submission to the CEO
  • Follow up and communicate on outstanding Admission of Contraventions
  • Compile statistics for Monthly, Quarter and Annual reports

7.Providing administration assistance to the Administration Manager

  • Assisting with packs for meetings and general administration assistance
  • Assisting with audit queries and gathering of information from port offices.
 

REQUIREMENTS

Qualifications

·         Grade 12

·         A relevant three years tertiary qualification

Experience

·         1 year relevant experience, including statistics, data capturing and record management.

JOB PURPOSE

To carry out surveys and inspections of vessels; to audit training facilities, safety equipment and service stations; and seafarer qualifications; as well as provide other services to further the objectives of SAMSA and to ensure compliance with the requirements of applicable maritime legislation.

KEY PERFORMANCE AREAS

·         Ship Surveys and Inspections: Conduct and report on various types of surveys

·         Engineering/Deck Examinations and Accreditations: Set and moderate exam papers; conduct level 3 assessments; accredit medical practitioners, training courses and training institutions 

·         Legislation/Regulations: Initiate and participate in the drafting of new legislation and amendments to existing legislation

·         Casualty/Incident Investigations: Undertake and report on casualty/ incident investigations as well as make recommendations based on the outcome of the investigation

·         Technical Consultancy: Assist with the interpretation of legislation and provide professional advice to industry as and when required

 

MINIMUM REQUIREMENTS

·         Second Engineer >3000 kW STCW Certificate of Competency / Master

·         STCW ancillary courses and any other equivalent training

·         Sailed in rank of Second Engineer / Sailed in rank as Chief Mate (seagoing experience)

·         Applicants holding these grades of certificates must have the required seatime for their next grade of certificate of competency

 

PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE

·         Chief Engineer >3000 kW (STCW III/2 – no limitation) / Master Unlimited STCW Certificate of Competency or

·         Equivalent Marine Engineering Degree

·         STCW ancillary courses

SAMSA Maritime Special Projects (MSP) is seeking the expertise of a Finance Officer to perform all the required divisional financial activities.
 
MAIN ACTIVITIES
Oversee and provide leadership to Finance and Supply Chain functions, set goals and objectives with measurable outcomes, 
Ensuring accounts receivable & payable activities are performed accurately and timeously.
Provide accurate financial reports and analysis to relevant stakeholders.  
Conducting periodic financial analysis to identify and resolve gaps or variances

Key performance areas:
 
1. To act as the Designated Person Ashore with all of the concomitant responsibilities including:
 
Duties and Responsibilities in accordance with the ISM Code
The effective implementation and maintenance of the Company Management system;
The controlling of both shipboard and shore-based audits in accordance with the ISM code, ISPS code and the MLC 2006.
Investigation (where required) of Non-Conformities / Accidents / Incidents and Near Misses. Ensuring that corrective action is taken as deemed appropriate.
Receive, review, circulate and provide feedback with regards to Vessel Safety Committee Meetings 
Control all ISM related documentation
 
2. Serve as the Company Security Officer (CSO) and Port Facility Security Officer (PFSC) with all of the concomitant responsibilities including:
 
maintenance of the ISPS code on all vessels and quaysides;
development and submission of the MSP for approval;
development of the SSA and SSP for all vessels and quaysides for submission to the designated Classification Society and or Flag Administration
 
3. Ensure that the Company Management System is understood by all crew and office personnel
 
4. Advise Fleet Superintendents on aspects of SOLAS, MARPOL and other Nautical matters
 
DESIRED QUALIFICATIONS AND EXPERIENCE
Master Mariner, Master < 3000 GRT, Chief Engineer or equivalent work place experience.
A minimum of 10 years’ service at sea with exposure to the control and application of the MLC / ISM / ISPS Codes

2. Preparation and oversight of all contractual issues pertaining to the Seafarer Employment Agreements and any other matter relevant to the crewing department or as directed by the Operations Manager
3. Oversight and management of the recruitment and selection of all Seafarers on board the fleet of MSP managed vessels
4. Development and implementation of crew attraction, retention and development strategies
5. Development, management and reporting on crewing budgets and reconciliations; 
6. Management of all industrial relations procedures in accordance with Company Policy.
7. Responsibility for the performance management of the Crewing Department’s staff.
 
DESIRED QUALIFICATIONS AND EXPERIENCE
A National Diploma in Maritime Studies/Crewing Management or equivalent
A minimum of 5 years’ experience in the maritime industry
Minimum of 2 years managerial experience
