SENIOR MANAGER: MARITIME RESEARCH GRADE (D4)

Minimum Requirements: 
JOB PURPOSE
  •  To set the direction, oversee and drive the maritime research agenda based on SAMSA’s strategic goals and objectives.
KEY PERFORMANCE AREAS
Develop and drive the strategic and operational direction of the maritime research and development unit
  •  Set the strategic and operational direction of the research and development unit in ensuring business and industry needs driven research
  •  Manage the development and implementation of the identified research agenda
  •  Review research business case for approval or recommendation for external research requirements
Internal Business Processes
  •  Develop and manage performance compliance requirements (e.g. annual business plan, reports and ad-hoc requests)
  •  Provide reliable departmental financial projections for budgeting purposes
  •  Identify departmental risks and develop mitigation plan and implement the mitigation plan to manage departmental risks.
  •  Act on departmental audit findings and related management comments to prevent repeat audits
Stakeholder Engagement and Management
  •  Manage and lead SAMSA research collaboration programmes on bilateral and multi-disciplinary partnerships with industry, academia and other relevant institutions impacting the Maritime Industry
  •  Interact with and build relationships and joint initiatives with leading research institutes and other key players locally and abroad
  •  Facilitate knowledge and represent SAMSA actively in local and international maritime engagement platforms
  •  Engage and manage internal stakeholder relations
People Management
  •  Effective management of performance for each direct report in line with the Performance Management Guidelines and Cycle Co-develop IDP's for direct reports
  •  Ensure that subordinates effectively apply newly acquired skills for improved performance
  •  Mentor and supervise junior researchers, interns and post-graduate students
REQUIREMENTS
Qualifications
  •  Relevant Post Graduate Qualification in Maritime or Related Qualification
Experience
  •  7 years related working experience, 3 years of which should be at a supervisory or Management level
  •  Experience in analyzing, conducting and supervising research
  •  Experience in Project management
  •  Experience in engaging and managing strategic stakeholders
Competencies
High levels of competence on the skills below is a requirement:
  •  Demonstrated track record in conducting maritime research
  •  Demonstrated ability and knowledge in collaborating on engagements with strategic stakeholders
  •  Demonstrated ability to draft publishable reports and orally present project findings
  •  Demonstrated ability to develop research papers and proposals for funding
  •  Demonstrated ability to manage as well as mentor staff members
  •  Ability to develop and implement Research and Development Design
  •  Budgeting and Financial Management
  •  Change Management
  •  People Management and Empowerment
  •  Project and Programme Management
