SAMSA CODES

The Merchant Shipping (Safe Manning, Training and Certification) Regulations, 2013, as amended, (the Regulations) requires that SAMSA publishes the South African Maritime Qualifications Code (SAMSA Code). The purpose of the SAMSA Code is to give effect to the Provision of the STCW Convention and the STCW Code for the purpose of Training for Seafarers, as well as the Medical fitness Standards for Seafarers.
 
Since its introduction in 2000, the SAMSA Code has not been subject to a major review. The 2010 amendments to the STCW Convention and the STCW Code as well as the publication of the above Regulations necessitated the need for the Review of the SAMSA Code. The Syllabus Committee, as mandated by Regulation 9 of the Reguations, agreed with the concept of the Revised SAMSA Code at its meeting on 12 November 2017, accepted the prosal for a major review of the SAMSA Code.
 
Since then, a procedure, 'POP-502 - Approval of the SAMSA Code by the Syllabus Committee', has been developed and adopted by the Committee to ensure that the work of the Syllabus Committee is formalised. The procedure was adopted by the Syllabus Committee at its meeting on 22 -23 May 2018 wherein it was also used to approve new 11 New Standards and rejected one.
 
The Reviewed SAMSA Code will be laid out as follows;
Part 1. Deck Officers
Part 2. Engineeering Officers
Part 3. Ratings
Part 4. Radio Operators
Part 5. Special Ships
Part 7. Other training
 
The Review will be done in phases, viz;
a) Phase 1 (2017/18) consists of Occupational Health, Safety & Security Courses (Part 6)
b) Phase 2 (2018/19) consists of Occupational Health, Safety & Security Courses (Part 5 & 6)
c) Phase 3 (2019/20) consists of Competency Courses for Ratings & Officers (Part 3, 4 & selections of Part 1 & 2)
d) Phase 4 (2020/21) consists of Academic programmes for Officers (Part 1 & 2)
 
Part 7 & 8 will be kept under review on ad hoc basis.
 
During the period of Review, SAMSA will be required to keep the old format SAMSA Code available on its website until all the Standards are Reviewed in full. The SAMSA Code Matrix will only be amended Reviewed to the latest format when Phase 4 above, thus it will remain in the old format SAMSA Code page. When a review of a standard has been completed and adopted by the Syllabus Committee, the old standard will be Removed and the Revised Standard published.
